DDA Anti-Encroachment Drive In Mehrauli: Senior Aam Aadmi Party leader and DDA member Somnath Bharti along with AAP MLA Naresh Yadav from Mehrauli today met Lieutenant Governor of Delhi VK Saxena and demanded him to stop the demolition of DDA in Mehrauli. After the meeting, MLA Somnath Bharti said that an atmosphere of fear has arisen in the whole of Delhi.
In Mehrauli, a program of displacement of a large number of people is going on by DDA. In Delhi, both the departments of DDA and Police do not come under the state government. Both these departments come under the central government i.e. the BJP government. BJP runs both these departments in Delhi through LG. Somnath Bharti alleged that in the last 8 years both these departments have misused their power inside Delhi.
The chairman of DDA is LG VK Saxena and it is a central government department. DDA passed a demolition order on 12 December 2022 and informed about vacating various Khasra numbers. After this there was hue and cry in the area. Because thousands of houses came under its grip. BJP made preparations to displace about 1 lakh people.
‘This demarcation itself is fault and fraud’
MLA Somnath Bharti said that the Aam Aadmi Party raised the issue. But on February 9, suddenly information was received that on February 10, DDA is going to do a huge demolition drive. About 1 lakh people will be displaced in this demolition drive. The demarcation on the basis of which they are driving the demolition, this demarcation itself is faulty and fraud. There are errors in demarcation, but no one is ready to tell about it.
Bharti further said that through a letter, the DDA raised the issue. According to its para 2, its demarcation has been done by the Revenue Department of Delhi Government. This demarcation was done without bringing to the notice of the Chief Minister of Delhi and the Revenue Minister. When any village gets urbanized under the Delhi Land Reform Act, that act ends there. This means that the duty of demarcation was not done by the Revenue Department, yet it was done.
Somnath Bharti said that when we brought this issue to the notice of Minister Kailash Gehlot on the night of 9 February. The next day, on February 10, a meeting of the officials was called. Notice of that meeting was issued. We reached out to DDA officials to show this notice.
We told him that on the orders of Chief Minister Arvind Kejriwal, Minister Kailash Gehlot has called a meeting. Because the demarcation on the basis of which lakhs of people are being displaced is wrong. That’s why DDA officials should stop today’s demolition. But when we reached the demolition site to tell this, we were arrested. MLA Somnath Bharti said that during that time the DDA officials argued that it is not right for us to be here. We are doing illegal work. That is, whoever goes to save the poor, common citizen will be arrested.
MLA Somnath Bharti said that we informed the Chief Minister about this issue. After this a meeting was called. Gave complete information in writing that how the order of demarcation is a fraud. Because for this mainly it is necessary to follow three principals/rules. The first rule is that whichever land is demarcated, it is necessary for the people living there to participate in it.
It is necessary to ask him by what right he is sitting here. What proof of ownership do they have? But this rule was not followed. The second rule is that after demarcation, it is displayed in public, so that it can be reviewed. But even this rule was not followed. The biggest thing is that the line of division has been shifted. It has been shifted from non-populated area to populated area and brought inside the demarcation to demolish thousands of houses.
Delhi government minister took cognizance
Delhi government minister Kailash Gehlot took cognizance of this and through a government order, has declared the demarcation wrong. He has clearly written that along with the people of the village, representation of Somnath Bharti has come on this issue. In his order, the minister has given instructions for demarcation again in Mehrauli Archaeological area of DM of South Delhi.
Somnath Bharti said that this demarcation will be done keeping me in the know. People affected by demarcation will also be included in the process, so that this process can be done with complete fairness and transparency. After this, instructions were given to the DM of South Delhi to give this information to the DDA officials. Under which the process of demarcation will be done first. That’s why the demolition should be stopped.
Somnath Bharti said that in this matter the LG had said that we will clean Delhi. When I asked him what do you mean by cleaning Delhi, the LG said that whether it is unauthorized colony, slum, house or shop, whether it is 5 or 6 storeyed, they will be demolished.
On this whole matter, AAP MLA from Mehrauli Naresh Yadav also said that what remains after the rejection of the demarcation report. CM Arvind Kejriwal has given a clear order that DDA is doing demolition on the basis of demarcation, now it has become disputed. It will be done again. Naresh MLA further said that a great injustice is being done to Mehrauli. LG is saying that we have to clean Delhi. These are the people whose registries are being called illegal because of their demarcation. Injustice is being done to the people who have 30-40 years old houses and pay house tax.
